PROBLEM TO BE SOLVED: To make the term of validity of a decryption key set in the second and following licenses to be the same as the initial term of validity.SOLUTION: A license generation part 15 of a license generation device 1 is configured to, when generating a license for the first time, set a timing in which a period with length shown by a decryption key validity term length information set in license content information in license content information 14 has passed from the current timing as the term of validity of a decryption key in the license, and to make an issue information storage part 13 store issue information including license initial generation date information showing the current timing, and to, when generating the license in the second and following times, search the issue information from the issue information storage part 13, and to set the timing in which the period with length shown by the decryption key validity term length information set in the license content information in the license content information 14 has passed from the timing shown by the license initial generation date information in the issue information as the term of validity in the license.
