Zusammenfassung:	PROBLEM TO BE SOLVED: To secure communication quality while suppressing capacity of a buffer used for a queue.SOLUTION: A relay device for relaying communication packets comprises: an input part for receiving the communication packets as input; a buffer part which has a plurality of queues and temporarily accumulates the received communication packets: a distribution part for distributing and storing the received communication packets to any of the plurality of queues by using delivery information relating to communication packet delivery, according to a value calculated by a predetermined function having output aggregated with respect to input; and a band control part for outputting, for transmission, the communication packets accumulated in the plurality of queues by controlling a band for each queue.
