VIDEO STATIONARY DETERMINATION METHOD, VIDEO STATIONARY DETERMINATION DEVICE AND PROGRAM

PROBLEM TO BE SOLVED: To keep stationary determination accuracy and reduce an operation amount concerning the stationary determination.SOLUTION: A video stationary determination device initializes stationary start time information using time information of an initial frame. Subsequently, a stationary time period is found from a difference absolute value between the stationary start time information corresponding to a coordinate of the relevant macroblock and the time information of a current frame. On the basis of a result of comparing the stationary time period and a predetermined threshold, it is determined whether or not the relevant macroblock is stationary for a certain time period or more. A pixel value change amount is calculated using any of SAD in which a calculation target pixel is limited, a difference absolute value between respective total pixel values of two blocks adjacent before and after, and a difference absolute value between respective sums of pixel values of target pixels included as a part in these two before and after blocks. The stationary determination is performed based on the calculated pixel value change amount and a threshold of the relevant macroblock.
