The transfer management unit 20d manages transfer information enabling identification of use authority of an image forming device 3 to be transferred to a user registered in association with user ID of a user of a transfer source having the use authority of the image forming device 3. When the server receives an authority adding request that requests addition of the use authority of the image forming device 3 to the user to whom the authority is to be transferred from the image forming device 3, the request acceptance unit 20a obtains transfer information corresponding to user ID of the user who is to transfer the authority from the transfer management unit 20d on the basis of information enabling identification of the user, included in the authority adding request, to whom the authority is to be transferred, and transmits the information to the image forming device 3.
