PROBLEM TO BE SOLVED: To efficiently and accurately set the propriety of a mobile range relating to a position monitoring object.SOLUTION: A computer 100 is configured to execute: processing of receiving position information to be transmitted from each terminal 1, and collating the position information with an area information table to specify and store the location area of the terminal 1 in a storage part 101; processing of reading the information of each location area of the prescribed terminal 1 stored in the storage part 101, and calculating the location frequency of the terminal in each area, and comparing the location frequency with a predetermined reference to specify and store the area whose location frequency is equal to or more than the predetermined reference as a movable range of the terminal 1; and processing of collating the latest position information transmitted from the terminal 1 with the area information table to specify the location area where the terminal 1 is located, and determining whether or not the location area is pertinent to the movable range stored about the terminal 1, and determining that any abnormality is generated in the monitoring object when the location area is not pertinent to the movable range, and performing a predetermined prescribed procedure.
