Zusammenfassung:PROBLEM TO BE SOLVED: To provide an information processing system, a management information processing apparatus, and a program capable of generating data that can be used on an information processing terminal, from first data that is transmitted from the information processing terminal on which an IC chip is mounted and second data that is held by the management information processing apparatus.SOLUTION: The information processing system includes: an information processing terminal 100 on which an IC chip that is capable of non-contact communication with a reader/writer 150 is mounted; data provision apparatuses 300, 400, and so on for holding first data for generating service data; and a management information processing apparatus 500 for generating the service data and transmitting the data to the information processing terminal 100. The information processing terminal 100 includes a terminal side communication unit 102 for acquiring the first data from the data provision apparatus 300 and the like and transmitting the data to the management information processing apparatus 500. The management information processing apparatus 500 includes a management side communication unit 502 for receiving the first data, a data generation unit 506 for generating the service data, and the like.
