Zusammenfassung:PROBLEM TO BE SOLVED: To provide an SPR sensor cell and an SPR sensor which have very excellent detection sensitivity.SOLUTION: An SPR sensor cell includes a detector and a sample arrangement part adjacent to the detector. The detector includes an under clad layer, a core layer at least a part of which is adjacent to the under clad layer, a metal layer covering the core layer, and a covering layer covering the metal layer. The covering layer is made of a metal oxide, and has a higher refractive index than the core layer.
