Zusammenfassung:PROBLEM TO BE SOLVED: To stably lower the delay of a packet such that its delay is required to be small in a remote monitoring system even in the case of using a network which involves large variations as in wireless communication.SOLUTION: The remote monitoring system has a monitoring center, a measurement-information-aggregation station, and one or more measurement terminals. The measurement-information-aggregation station aggregates results of measurements by the measurement terminals, and classifies the measurement results thus aggregated into priority information and general information. The measurement-information-aggregation station sends the priority information, and the general information to the monitoring center. On receipt of the priority information, the monitoring center sends response information to the measurement-information-aggregation station. The measurement-information-aggregation station predicts a network status from a delay time on the basis of the response information. The busier the predicted network status is, the more the measurement-information-aggregation station lowers the transmission rate of the general information. Thus, even with the network status varying, desired information such as the statistical information of measurement results, and a measurement result satisfying a predetermined condition can be stably communicated with a small delay.
