PROBLEM TO BE SOLVED: To evaluate whether or not a successful bidder selection method is appropriate.SOLUTION: A simulation device comprises: a first acceptance part for accepting a bidding result designated as a simulation target, among multiple bidding results that include a bid price of each bidder, an evaluation point of each bidder for evaluation elements other than the bid price and a first evaluation value which is calculated by a first method designated among multiple successful bidder selection methods for calculating the evaluation value from the bid price and the evaluation point; a second acceptance part for, among the successful bidder selection methods, accepting designation of a second method different from the first method used to calculate the first evaluation value included in the accepted bidding result; and a calculation part for using the bid price and the evaluation point that are included in the accepted bid result to calculate a second evaluation value by the second method.
