Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a water dispersion which can be coated on a low-polarity film substrate without being repelled even if being of a low viscosity.SOLUTION: The water dispersion contains an emulsion-based polymer, a boron-based compound and a hydroxyl group-containing amine-based compound. The emulsion-based polymer is preferably an acrylic emulsion-based polymer. The boron-based compound to be used is boronic acid or the like. The hydroxyl group-containing amine-based compound to be used is, for example, an alkanolamine such as monoethanolamine, diethanolamine, triethanolamine and monopropanolamine.
