PROBLEM TO BE SOLVED: To reduce the number of times of reading reference images.SOLUTION: An interframe prediction processing apparatus which generates reference images to be used for prediction from decoded images stored in a storage device comprises: a determination part which calculates read areas of the reference images of two macro blocks and determines whether to unify and read images of the read area, in two macro block units; and a reading part which when it is determined to unify and read the images in the read area, unifies and reads the images of the read areas from the storage device.
