PROBLEM TO BE SOLVED: To reduce a visual stress applied to a user and an electrical stress applied to lighting circuits that arise when a target value for brightness under lighting environment is set.SOLUTION: When a control part 5 simultaneously changes the light-control ratio of a first light source 1 from 100% to 0% and the light-control ratio of a second light source 2 from 0% to 100%, the light color and brightness could suddenly change applying a visual stress to a user and an electric stress to lighting circuit parts 3, 4. On the other hand, in this embodiment, as the control part 5 gradually increases and decreases (fades in and fades out) the light-control ratios of the first light source 1 and the second light source 2, the visual stress applied to the user and the electrical stress applied to the lighting circuit parts 3, 4 that arise when a target value is set can be reduced.
