PROBLEM TO BE SOLVED: To solve the problem that performance degradation occurs when a disclosure range dynamically changing per data item is applied at an aggregation site.SOLUTION: A data distribution device includes: a data item storage unit where data items, data item identification information, and disclosure range codes are stored; an approval information storage unit where one or more disclosure range codes and approval information are stored; an approval information acquisition unit which updates contents of the approval information storage unit on the basis of a response to an approval request for disclosure of a data item; a disclosure range code acquisition unit which acquires a disclosure range code corresponding to data item identification information included in a reference request; an approval permission/non-permission acquisition unit which acquires information indicating whether or not to permit approval of referrer identification information included in the reference request, on the basis of the disclosure range code; and a data item output unit which outputs the data item.
