Zusammenfassung:PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine that prevents increase in smoke exhaust when valve timing is fixed.SOLUTION: An engine system 1 includes: an electric VVT mechanism 26 and a hydraulic VVT mechanism 27 for changing valve timing of a suction valve 22 and an exhaust valve 23 of an engine 100; phase fixing mechanisms 26a and 27a for fixing the valve timing at a specific angle while operation of the electric VVT mechanism 26 or the hydraulic VVT mechanism 27 is inhibited; and an EGR (Exhaust Gas Recirculation) valve 162 for controlling an EGR amount of the engine 100. An engine ECU 10 controls an opening degree of the EGR valve 162 on the basis of concentration of oxygen in the gas flowing into a combustion chamber of the engine 100, and controls the opening degree of the EGR valve 162 on the basis of the quantity of air sucked to the engine 100 while the phase fixing mechanisms 26a and 27a fix the valve timing at a specific angle.
