PROBLEM TO BE SOLVED: To provide a substrate for a light emitting element which achieves excellent heat radiation performance and high light extraction efficiency and has excellent weather resistance and light resistance.SOLUTION: An element substrate 1 includes: a substrate body 1 including metal particles or a sintered body of the metal particles and having a mounting area 22 on which a light emitting element 11 is mounted; an insulation layer 3 formed so as to cover the mounting area 22 on the substrate body 1; and a conductive layer 4 formed on the insulation layer 3. The insulation layer 3 is composed of a sintered body of a glass ceramic composition including glass powder and a ceramic filler.
