PROBLEM TO BE SOLVED: To determine whether an image including gradation is a target of vectorization when the image is input.SOLUTION: An image processing device comprises: division means for dividing an input image into a plurality of color areas on the basis of color differences; color gradient information calculation means for calculating color gradient information in a boundary between the divided color areas from color information of the input image; attribute determination means for determining gradation attributes indicating characteristics of color gradient in the boundary by using the color gradient information; and vectorization target determination means for determining whether the input image is a target of vectorization on the basis of the gradation attributes of the boundary determined by the attribute determination means.
