PROBLEM TO BE SOLVED: To provide a video signal processing apparatus or the like that is capable of preventing a decrease in video quality even if a storage capacity for generating interpolation frames is decreased.SOLUTION: The video signal processing apparatus comprises: a storage unit 4 provided with three storage areas 4a to 4c; a writing control unit 1 that controls the storage areas 4a to 4c so that an original video signal is written in them in a circulating manner for each frame; a writing terminating unit 2 that, at the third frame phase among frame phases in which sequential original video signals are supplied three times, terminates the writing in the storage areas 4a to 4c in the circulating manner; a reading control unit 3 that controls the storage areas 4a to 4c so that two different video signals are read from them by referring to a phase signal; and an interpolation frame generating unit 5 that, by using the two video signals read from the storage areas 4a to 4c of the storage unit 4 in accordance with control of the reading control unit 3, generates an interpolation frame to be inserted between the two video signals on the basis of a motion vector.
