Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an organic electroluminescent (EL) device which suppresses the reflection of light emitted from an organic EL element on surfaces of a transparent substrate and color filter layers, which form a counter substrate, and thereby improving the light extraction efficiency in an organic EL device having a sealed hollow part, and to provide a counter substrate for the organic EL element used in the organic EL device.SOLUTION: The organic EL device includes: an organic EL element substrate where an organic EL element is formed on the substrate; and a counter substrate where a flat antireflection layer is formed on a transparent substrate. The organic EL element substrate and the counter substrate are disposed so that the organic EL element and the antireflection layer face each other and a gap is formed therebetween.
