Zusammenfassung:PROBLEM TO BE SOLVED: To vary an opening degree of an emergency shutoff valve with a simple structure.SOLUTION: A valve opening and closing mechanism is made into a simplified structure in which only a spring 23 is provided in a transmission mechanism for coupling an output shaft 20 and a motor 21. With respect to the opening degree of the valve, a drive circuit controls the motor 21 and an electromagnetic clutch brake 27. A current detecting relay for detecting a motor current is provided in the drive circuit. When having detected the motor current, the current detecting relay cuts off a drive current supplied to the electromagnetic clutch brake 27 for locking the valve to open the valve, thereby enabling the opening degree to vary while winding up the spring 23 to fastening the same or extending it by the action of the motor 21. On the other hand, when having detected no motor current, the drive current is fed to the electromagnetic clutch brake 27 to hold the opening degree of the valve by the action of the electromagnetic clutch brake 27. Further, in case of power outage, the drive current flowing to the electromagnetic clutch brake 27 is caused to be absent, thus urgently closing the valve by extending force of the spring 23.
