Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an external preparation that is directly applied to a scalp to improve the tension, stiffness and luster of newly grown or growing hair without affecting the safety or the feeling of touch of the hair.SOLUTION: This aqueous external preparation for scalp contains components: (a) a eucalyptus extract; (b) a blood flow enhancer; (c) an anti-inflammatory agent; (d) an acrylic acid/C10-30 alkyl acrylate copolymer; and (e) ethanol. The blood flow enhancer (b) is preferably selected from a Swertia japonica extract, vitamin E, nicotinic acids. The anti-inflammatory agent (c) is preferably glycyrrhetin or derivatives thereof.
