PROBLEM TO BE SOLVED: To provide an information management system, an information management device and an information management method capable of acquiring staying time of unspecified number of customers.SOLUTION: A first identification information read part reads identification information from a display medium displaying respectively different identification information, a privilege issuance part issues a privilege medium displaying the read identification information and privilege information provided by a shop, and a time information storage part stores the identification information read from the display medium and the time of reading the identification information in correspondence. A second identification information read part reads the identification information from the privilege medium, and a staying time calculation part reads the time corresponding to the same identification information as the identification information read from the privilege medium from the time information storage part, and calculates the staying time on the basis of the read time and the time of reading the identification information from the privilege medium.
