Zusammenfassung:PROBLEM TO BE SOLVED: To provide a base isolation plug which can improve the attenuation performance and displacement following performance of a base isolation device without using lead in a material, its manufacturing method, and a manufacturing device of the base isolation plug which can execute the manufacturing method.SOLUTION: In the manufacturing method of the base isolation plug 9 which pressure-molds the powdery material 2 by sandwiching it by using a pair of stampers 5, when performing the pressure-molding at least twice by using a protruded stamper 6 having a V-shaped pressurization face in which the center 12 of the stamper is protruded in the pressurization direction, and a recessed stamper 7 having a V-shaped pressurization face in which the center 12 of the stamper is recessed in a direction opposite to the pressurization direction when vertically and cross-sectionally viewing the base isolation plug in the axial direction X of the stamper 5, the pressure-molding is performed once again after rotating the stampers 6, 7 around the axial center of the base isolation plug after pressure-molding the base isolation plug by using the stampers 6, 7. The base isolation plug 6 is manufactured by the manufacturing method. Furthermore, the manufacturing device comprises a metal mold 3 and the stamper 5 by which the manufacturing method can be executed.
