PROBLEM TO BE SOLVED: To provide a wireless communication system, a base station device, a terminal device, and a wireless communication method capable of resuming communication in a short time while suppressing power consumption.SOLUTION: A base station device 1 and a terminal device 2 are configured to store a schedule of communication using each of a plurality of setting values for a predetermined communication element in a physical layer. The base station device 1 and the terminal device 2 are configured to perform communication using a first setting value of the setting values, based on the schedule. The base station device 1 and the terminal device 2 are configured to select a second setting value of the setting values in the case that a communication state of the communication using the first setting value is deteriorated. The base station device 1 and the terminal device 2 are configured to perform communication using the selected second setting value based on the schedule.
