MOBILE COMMUNICATION RELIEF METHOD, MONITORING SYSTEM FOR MOBILE COMMUNICATION, BASE STATION, AND TERMINAL DEVICE

PROBLEM TO BE SOLVED: To provide a mobile communication relief method, a monitoring system for mobile communication, a base station, and a portable terminal that enable an alive base station neighboring a defective base station to relieve communications of portable terminals under the defective base station in the neighborhood even in the case that the number of portable terminals under the own station reaches the manageable upper limit.SOLUTION: When some of base stations 120 become in a defective state, a monitoring system 100 detects and identifies the defective base stations 120a. Alive base stations 120b neighboring the defective base stations 120a are made transmit a terminal detection signal to an area under the defective base stations 120a, and reply to the monitoring system 100 response signals from incommunicable portable terminals 130a under the defective base stations 120a to the terminal detection signal. The monitoring system 100 calculates the number of the incommunicable portable terminals 130a based on the response signals, and transmits to the alive base stations 120b a relief instruction instructing to accept and relieve the portable terminals 130a of the calculated number.
