QUIESCENT BASE STATION SELECTION SYSTEM, NETWORK SIDE DEVICE, CONTROL METHOD, AND PROGRAM

PROBLEM TO BE SOLVED: To select a base station to be in a quiescent state from a plurality of base stations.SOLUTION: A quiescent base station selection system comprises a plurality of network side devices 120 and 130 including a plurality of base stations 120 that configure a wireless communication network. Within the plurality network side devices 120 and 130, at least one network side device 130 has a quiescent base station selection unit for selecting the base station 120 to be in a quiescent state from the plurality of base stations 120 by simulating change in a channel utilization rate of each of the base stations 120 under conditions that the base station 120 having the lowest channel utilization rate among the plurality of base stations is turned into a quiescent state and wireless communication terminals 110 having been connected to the base station 120 in the quiescent state for wireless communication are reconnected to the other base station 120.
