PROBLEM TO BE SOLVED: To provide a charger connectable to various external power sources, which can reduce charging time.SOLUTION: A charger chargeable by various external power sources, comprises: a temperature sensor 7 for detecting a temperature of a secondary battery; heating means for heating the secondary battery; a battery charger 2 for supplying power to the secondary battery and the heating means for charging the secondary battery and operating the heating means; and adjusting means for adjusting quantities of power supplied from the battery charger 2 to the secondary battery and the heating means. When the detected temperature detected by the temperature sensor 7 is lower than a threshold temperature, which is set in accordance with maximum output power of the battery charger 2 attained when connected to an external power source and at which the secondary battery may be charged with the maximum output power of the battery charger 2 attained when connected to the external power source, the adjusting means supplies the power output from the battery charger 2 to the heating means, and when the detected temperature is equal to or greater than the threshold temperature, the adjusting means stops power supply to the heating means and supplies the power output from the battery charger 2 to the secondary battery.
