PROBLEM TO BE SOLVED: To prevent return operation from OFF to ON of a radio switch from being forgotten, or to prevent return operation from ON to OFF from being forgotten.SOLUTION: When a radio switch 13 is turned on, a radio transmission and reception unit 14 is able to transmit and receive a radio wave, and when the radio switch 13 is turned off, the radio transmission and reception unit 14 becomes a state in which it cannot emit a radio wave, but data processing not accompanying radio wave emission inside a portable communication device 41 is possible, and on top of that, a control unit 12 obtains latitude and longitude from a base station 2 through the radio transmission and reception unit 14, determines whether it is in an origination prohibition area or out, and if it is in the origination prohibition area, leaves the radio switch 13 off, and if it is out of the origination prohibition area, electrically turns on the radio switch 13. In addition, when the radio switch is turned on, the control unit 12 obtains latitude and longitude from the base station 2 through the radio transmission and reception unit 14, determines whether it is in an origination prohibition area or out, and if it is out of the origination prohibition area, leaves the radio switch 13 on, and if it is in the origination prohibition area, electrically turns off the radio switch 13.
