Zusammenfassung:PROBLEM TO BE SOLVED: To solve such a problem of a power storage cell pre-doped with lithium ions that enhancement of workability and shortening of the pre-dope time are required when forming an active material layer.SOLUTION: Each positive electrode plate of a power storage cell includes a positive electrode collector, and a positive electrode active material layer formed on both surfaces of the positive electrode collector. A first cut is formed from the edge toward the inside of the positive electrode plate. The positive electrode active material layer can carry lithium ions or anions reversibly. Each negative electrode plate includes a negative electrode collector, and a negative electrode active material layer formed on both surfaces of the negative electrode collector. A second cut is formed from the edge toward the inside of the negative electrode plate. The negative electrode active material layer contains a material which can occlude and release lithium ions, and is occluding lithium ions.
