Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a phase difference film where no streak failure occurs and optical property in a width direction rarely fluctuates in an environmental endurance test, a method for manufacturing the phase difference film as an elongated stretched film, and an elongated polarizing plate and a liquid crystal display device provided with the stretched film.SOLUTION: A phase difference film is provided with a hard coat layer and has the following features: (1) the direction of a slow phase axis of the phase difference film differs from a longitudinal direction and a width direction of the film and is between the two directions; (2) in-plane phase difference value Ro measured under a prescribed condition is within a specific range; and (3) when the phase difference film is preserved in a prescribed high temperature and high humidity environment for many hours and the in-plane phase difference value Ro in the horizontal direction of the phase difference film after preservation is measured under the same condition as said measurement, a difference between the maximum value and the minimum value of variation value with the in-plane phase difference value Ro before preservation as reference is within a specific range.
