Zusammenfassung:	PROBLEM TO BE SOLVED: To prevent a data plane path under data transfer from being disconnected when a fault occurs in only a control plane in a network where data planes for user data communication and control planes for data transfer device management are composed with different media.SOLUTION: When a GMPLS control device of a control plane detects a refresh timeout with adjacent nodes (101), a transmission device corresponding to a fault control device is checked for faults (102). If a fault is confined to the control plane, a path state is maintained (103), and refresh message exchange with the adjacent nodes is continued without freeing resources of the transmission device (104-107).
