RESOURCE UTILIZATION PLAN CREATION DEVICE AND RESOURCE UTILIZATION PLAN CREATION METHOD

PROBLEM TO BE SOLVED: To support a creation of a resource utilization plan taking into consideration an operation and maintenance of a resource.SOLUTION: A resource utilization plan creation supporting device creates a network model by: reading an operation schedule; expressing a path connecting from a starting place to a terminal place of each leg included in the read operation schedule as a single node; and connecting the legs, capable of being continuously executed in terms of places and times, with links. The resource utilization plan creation supporting device also updates the network model by adding: a node representing an auxiliary resource to the created network; and links representing a temporary utilization of the auxiliary resource and a temporary termination of utilization of an operational resource. Then, the resource utilization plan creation supporting device creates a resource operation plan to execute a transport service by obtaining a path group encompassing each node of the network model in a manner that satisfies a prescribed given condition (a condition to allocate the resource to all legs).
