PROBLEM TO BE SOLVED: To provide an image forming apparatus that, when developer deteriorated in a developing device is replaced to new developer, easily recovers toner in the developer before replacement, and when a large amount of toner is recovered, appropriately recovers and stores the toner without clogging.SOLUTION: An image forming apparatus forms a toner image on an image carrier 1 with the use of a developing device 10 using developer D that contains toner and a carrier; transfers the toner image to a transfer body and then recovers toner remaining on the image carrier to a toner recovery device 20; and returns the recovered toner to a developing device with the use of a returning mechanism 50. The image forming apparatus further includes a recovered toner storage tank 60 that stores the toner recovered by the toner recovery device separately from the returning mechanism.
