The heat generation determination unit includes: movement distance calculation means which calculates a distance over which the heat generation area has been moved; determination condition storage means in which a determination condition is stored; and fire determination means which determines which of the fire of the monitoring target and the heat generation of the heat generating moving object the heat generation area has resulted from, on the basis of the movement distance and the determination condition.
