Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a heat treatment device and a heat treatment method of a rotor of a rotary machine capable of respectively efficiently performing heat treatment at the proper temperature to a heat affected zone and weld metal.SOLUTION: The heat treatment device 10 applies the heat treatment to the heat affected zone 6 and the weld metal 7 formed by welding repairing, after applying the welding repairing to a damage part caused in a turbine rotor 1 being a base material 5, and includes a heating means 20 for simultaneously heating the heat affected zone 6 and weld metal 7 so that a calorific value imparted to the heat affected zone 6 becomes larger than a calorific value imparted to the weld metal 7.
