Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an image blur correcting mechanism having a favorable image blur correcting property, having a high silence property, and performing a high-speed and highly stable operation, and to provide a locking mechanism thereof and an image pickup apparatus using the image blur correcting mechanism and the locking mechanism.SOLUTION: The optical image blur correcting device comprises a base member 1 having a hole, a lens holding member 2 having a protruding shaft, and a locking member 11 having a lock groove. By using the configuration, the protruding shaft of the lens holding member 2 is captured by the hole of the base member 1 and the lock groove of the locking member 11 to block the movement of the lens holding member 2.
