PROBLEM TO BE SOLVED: To provide a communication apparatus, a communication method, and a communication program that, in accordance with a packet round-trip time, adjusts a time at which a packet transmitted from a device having a timeout time as a fixed value is retransmitted.SOLUTION: A communication apparatus includes a receiving unit, a storing unit, a transmitting unit, a measuring unit, and a retransmitting unit. The receiving unit receives first and second packets addressed to a counter apparatus from a transmitting apparatus. The storing unit stores the first and second packets, and the transmitting unit transmit these packets to the counter apparatus. The measuring unit measures a response time that is a time from a time at which the transmitting unit transmits the first packet to the counter apparatus, to a time at which notification of reception of the first packet by the counter apparatus is issued. In a case in which the receiving unit is not notified of reception of the second packet by the counter apparatus and does not receive a retransmitted packet from the transmitting apparatus even if a long time than the response time has elapsed from a time at which the transmitting unit transmits the second packet, the retransmitting unit causes the transmitting unit to retransmit the second packet to the counter apparatus.
