Zusammenfassung:	PROBLEM TO BE SOLVED: To alleviate being afraid of bringing unease to a maintenance worker about erroneous operation or the like in the remote operation even in a system having a worksite in a wide region.SOLUTION: A terminal device 200 for a maintenance worker carried by the maintenance worker transmits, to a central control device 100, a PIN lock request for maintaining a maintenance-allowed state in which the central control device controls a target device 900 so that maintenance work is safely performed. According to the request, the central control device 100 transitions to a PIN lock state in which the maintenance-allowed state is maintained.
