VIDEO QUALITY ESTIMATION APPARATUS AND METHOD AND PROGRAM

PROBLEM TO BE SOLVED: To estimate video quality in multilateral considerations of content dependency only from degraded video signals without using original video signals.SOLUTION: In this invention, a feature amount is calculated from header information of packets used in video distribution and video signals obtained by decoding video bit streams included in the packets. To put it concretely, a packet or bit rate per unit time is calculated from the header information of the packet used in the video distribution, or a motion amount is calculated from the video signals obtained by decoding the video bit stream, or a block noise amount is calculated from the video signals obtained by decoding the video bit stream, or the feature amount is calculated by the combination thereof. Average video quality is calculated from the calculated bit rate, and the video quality is calculated on the basis of the average video quality, the block noise amount and the motion amount.
