Zusammenfassung:PROBLEM TO BE SOLVED: To provide a powdery cosmetic that has high unevenness correction effect and yields excellent transparent finish.SOLUTION: The powdery cosmetic comprises a powdery component and an oily component. The powdery cosmetic comprises 1-20 mass% rutile type titanium oxide particle aggregates having an average particle size of 0.2-0.4 μm and an average friction coefficient (MIU value) of 0.4-0.6 as the powdery component in the cosmetic and 3-20 mass% oily component in the cosmetic. Here, mixing of the powdery component with the oily component is carried out by a mixer of a facing rotor type. The mixer has a first rotor and a second rotor, each having a plurality of blades, disposed in a mixing chamber in such a mutually facing state as having individual rotation shafts on the same axis in the substantially horizontal direction. In the mixer, raw materials are charged from a charging port on the first rotor side, mixed by rotating the first rotor and the second rotor in mutually opposite directions, and then discharged from a discharging port on the second rotor side.
