PROBLEM TO BE SOLVED: To make an environment similar to a factory of a delivery destination reproducible in a simulation device without lengthening design time.SOLUTION: An image data generation device of a simulation device comprises: means to input a plurality of two dimensional photograph image obtained by photographing with a camera in a real factory into the simulation device with photograph angle data of the two dimensional photograph images; means to input three dimensional data of a work piece to be examined; means to select the two dimensional photograph image having the photograph angle data which matches a photograph angle of an inspection camera among the plurality of the two dimensional photograph image and to make the two dimensional photograph image into a background image; means to perform setting so that a flat surface of the background image may become orthogonal to an optical axis of the inspection camera; and means to obtain an image by computing, instead of the image which may be obtained by photographing, with the inspection camera, what is arranged by piling work pieces on the background image, and to output this obtained image as an inspection camera image.
