Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an air traffic control apparatus, an air traffic control system and an air traffic control method capable of suitably performing system handoff operation even when an air traffic control part to be a transfer destination does not store up-to-date flight plan information of an air craft when performing system handoff operation in air traffic control of the aircraft.SOLUTION: An air traffic control system 10 includes: an air traffic control apparatus 20 to be a transfer destination which when receiving operation transfer request including aircraft information of an aircraft to be transferred from an aircraft control apparatus 30 to be a transfer source, reads out the aircraft information from the operation transfer request and transmits the read aircraft information to a flight plan information management apparatus 40, and when the flight plan information is replied, takes over the air traffic control of the aircraft to be transferred based on the replied flight plan information; and the flight plan information management apparatus 40 which manages the flight plan information of the aircraft, and when receiving the aircraft information, replies flight plan information corresponding to the received aircraft information.
