A titanium oxide film which is ≥25% (cation atom%) in titanium concentration is formed at the surface section of the member 2. Preferably, the ferrite stainless material contains titanium, and a pitting corrosion resistance index is less than 30, and the titanium oxide film is formed by adding heat treatment to the member 2.
