Zusammenfassung:	PROBLEM TO BE SOLVED: To securely regulate a position and an orientation of a front end of an envelope.SOLUTION: An envelope front end detection sensor 20 is arranged between an envelope transfer belt 11 of an envelope regulation device 5 and an envelope pulling-out device 4, The envelope transfer belt 11 is operated by a servomotor 18. The envelope front end detection sensor 20 and the servomotor 18 are connected to a control device 21. If timing of pulling out by the envelope pulling-out device 4 is shifted due to a difference of intervals between transferred envelopes, by controlling rotational frequency of the servomotor 18 by the envelope front end detection sensor 20 and the control device 21, moving speed of the envelope transfer belt 11 in the envelope regulation device 5 is adjusted to correspond to the shift of the timing.
