A peripheral cell information decoding part 105 acquires peripheral cell information from the cell currently connected. A peripheral cell searching part 106 performs cell search when cell reconnection is required, and detects as a reconnection target, a cell in the peripheral cell information that has coincided with a detected cell by the cell search. A reconnection request information generation part 107 generates a reconnection request message for the cell of the reconnection target detected by the peripheral cell searching part 106.
