Zusammenfassung:PROBLEM TO BE SOLVED: To provide a low NOx/low soot combustion method that suppress the generation of NOx and soot more effectively in a low NOx boiler that uses inferior quality fuel such as a petroleum residue as fuel, and a low NOx/low soot boiler combustion chamber.SOLUTION: The boiler combustion chamber 1 includes: a high temperature reduction combustion chamber 2 having a burner 5 for supplying fuel and primary combustion air; and a low temperature oxidation combustion chamber 3 connected to the high temperature reduction combustion chamber via a throttle 4 and having a two-stage combustion air blowing nozzle 7. Steam piping 20 is connected to the combustion air piping of the burner 5, and water vapor is added to the primary combustion air to gasify unburned carbon by water gasification reaction. The generation of NOx and the generation of soot are thereby suppressed.
