PROBLEM TO BE SOLVED: To efficiently enlarge the communication zone of radio communication, and also to collect meter reading values even from users existing in a deserted place, etc. via radio communication.SOLUTION: Meter reading terminals 400 are arranged for each user 10, each of which includes: a first radio communication apparatus 415 for performing communication with a server device 100 for collecting meter reading values via a first radio communication network 50; and a second radio communication apparatus 416 for performing communication with the server device 100 via a second radio communication network 60 which has a communicable range different from that of the first radio communication network 50. The meter reading terminal 400 transmits the meter reading value to the server device 100 via the first radio communication network 50 when communication is possible with the server device 100 via the first radio communication network 50, and transmits the meter reading value to the server device 100 via the second radio communication network 60 when communication is not possible with the server device 100 via the first radio communication network 50.
