MONITORING SYSTEM AND MONITORING SERVER

PROBLEM TO BE SOLVED: To provide a monitoring system in which an instruction for dealing with an object such as a suspicious person, a suspicious object, or the like of which the state is estimated to be abnormal is promptly and properly performed when such an object is detected.SOLUTION: A monitoring server 2 stores for each portable terminal 3 a portable terminal position management table which manages a position of the portable terminal 3. Furthermore, the monitoring server 2 stores, for each of items obtained by classifying types of abnormal states of an object, an abnormal state classification table in which a condition for determining a portable terminal 3 to which an instruction for dealing with the object is notified, is registered. When the detection of an object in an abnormal state is notified from a monitoring camera terminal 1, the monitoring server 2 uses the portable terminal position management table and the abnormal state classification table to determine a portable terminal 3 to be instructed to deal with the object. The monitoring server 2 transmits to the determined portable terminal 3 an instruction for dealing with the object of which the abnormal state has been notified.
