The storage unit 111 stores road map information indicating roads. The first reception unit 112 receives no-passing information indicating a no-passing section through which a first mobile terminal 120 had passed in the past and also has not passed over a predetermined period from the first mobile terminal 120. The updating unit 113 updates a part of the no-passing section indicated by the no-passing information received by the first reception unit 112 within the road map information stored by the storage unit 111, so as to discriminate the no-passing sections from the other roads sections.
