PROBLEM TO BE SOLVED: To allow a packet to be transferred flexibly.SOLUTION: A receiving unit 111 receives a packet including a label indicating the user of the packet and quality information indicating communication quality required for the packet. A storage unit 112 stores correspondence information associating a combination of a label and quality information with priority of a packet. An assignment unit 113 assigns to a received packet priority corresponding to a combination of a label and quality information included in the received packet by the receiving unit 111 based on correspondence information stored by the storage unit 112. An output unit 114 outputs a packet assigned priority by the assignment unit 113 to a switch which performs transfer control of a packet based on priority.
