Reflection waves of X-rays generated by the partial discharge 50 from the tip of the movable contact piece 23 and the tips the fixed contact part 25 are detected by an X-ray detection unit 40 disposed outside a container 21. Surface conditions of the tip of the movable contact piece 23 and the tips of the fixed contact part 25 are evaluated based on the detection results.
